Harbin resides in Point Breeze with her husband and their two children. Harbin is the co-founder of the Education Rights Network, a member-driven organization that develops and strengthens a broad base of parent leaders to achieve student-centered, fully-resourced, equitable, and inclusive education, for children and youth, Pre-K to 21, in Pittsburgh.

Harbin has been very active in the District from serving as a member and co-chair of the Pittsburgh Local Task Force on the Right to Education (LTF), a parent-led organization that works with the District and community agencies to improve services for students with disabilities, to volunteering on multiple district-wide advisory committees, including the Reimagining School Safety Committee, Imagine PPS, Community Schools Steering Committee, Parental Involvement Policy Committee, and Special Education Delivery Model Advisory Committee.
